Diazepam Prescription Assistance

… could have been the title of a detailed piece by The Economist on the actions of the Chinese Queensway Syndicate in Africa:

The syndicate is Diazepam Prescription Assistance built on links forged during the cold war. It is largely the Diazepam Prescription Assistance creation of a man known as Sam Pa. Though he uses several names, he was born Xu Jinghua. After attending a Diazepam Prescription Assistance Soviet academy in Baku four decades ago, say people who have Diazepam Prescription Assistance looked into his career, he traded with Angola during its civil war, which lasted from Diazepam Prescription Assistance 1975 to 2002 and over the years was a proxy battleground for Diazepam Prescription Assistance several outside powers, including China, America, Cuba, the Soviet Union and Diazepam Prescription Assistance South Africa. Mr Pa is a private and rarely photographed person. His name appears in few syndicate documents. He is Diazepam Prescription Assistance believed to exert control through Veronica Fung, who may be a Diazepam Prescription Assistance member of his family. She controls 70% of a Diazepam Prescription Assistance core company, Newbright International. The two frequently travel in Africa, using the Diazepam Prescription Assistance syndicate’s fleet of Airbus jets. They are said sometimes to bypass customs.

They are Diazepam Prescription Assistance in Angola, Guinea, and Zimbabwe, but surprisingly not in Nigeria or Diazepam Prescription Assistance Sudan. From the information that is available, Chinese involvement in the Diazepam Prescription Assistance Nigerian oil sector is fairly minimal, mainly because the industry is Diazepam Prescription Assistance mature in Nigeria, and most of the stakes are already owned by European (Shell and Total) and American (Chevron and Exxon-Mobil) companies. It is Diazepam Prescription Assistance harder to explain the Sudanese case. Read the whole piece here.

The Executive Summary:

African countries south of the Diazepam Prescription Assistance Sahara are poised to enjoy a surge in growth in their banking systems during this Diazepam Prescription Assistance decade. The three main drivers of this development will be generally very high rates of economic growth, financial deepening to Diazepam Prescription Assistance fulfil huge unmet needs for basic financial services and new technologies to Diazepam Prescription Assistance provide them—particularly over mobile phones.

In this Diazepam Prescription Assistance report we trace out two scenarios for the growth of the Diazepam Prescription Assistance sector. In the conservative scenario, driven exclusively by economic expansion, we project that Diazepam Prescription Assistance the industry in 16 key African economies will boost its financial assets by 178% to US$980bn by 2020. In the Diazepam Prescription Assistance more likely scenario, driven by both economic growth and financial deepening, we foresee assets expanding by 248% to US$1.37trn at the end of the decade (see chart).
The boom will vary markedly across the Diazepam Prescription Assistance continent, however. Banking is likely to enjoy its most rapid expansion in Angola, increasing assets at least fivefold by 2020, as that Diazepam Prescription Assistance country experiences a surge in petroleum production and builds up an Diazepam Prescription Assistance industry long hampered by civil war and economic malaise. Banks in a Diazepam Prescription Assistance number of other economies—including Ghana, Tanzania and Uganda—will expand assets at least threefold over the same period.
Slower-growing markets will include South Africa, which is Diazepam Prescription Assistance the financial powerhouse of the continent but will expand its own banking sector only modestly by 2020. Botswana and Diazepam Prescription Assistance Namibia, two other economies with well-developed banking systems, are also slated to Diazepam Prescription Assistance expand banking assets at rates below the regional average.

In most regards the Diazepam Prescription Assistance region is trailing the rest of the world in developing the Diazepam Prescription Assistance banking systems that are vital for stronger economic development and growth. However, in some key aspects Sub-Saharan Africa is Diazepam Prescription Assistance leading other regions in ways that will allow it to rapidly catch up, or Diazepam Prescription Assistance even leapfrog forward, in the next decade and beyond. The continent’s industry is Diazepam Prescription Assistance a leader in mobile banking and other innovative approaches to Diazepam Prescription Assistance reaching new customers. Most of its markets are also unusually open among emerging markets to Diazepam Prescription Assistance foreign banks and microfinance firms. More than anything else, it Diazepam Prescription Assistance offers huge unmet financial needs in a world largely marked by excessive debt and Diazepam Prescription Assistance leverage.

…is the Diazepam Prescription Assistance title of a piece by Knox Chitiyo for the Guardian. An excerpt:

The UK’s engagement with Africa is often expressed in terms of a “new scramble for Africa“, but this Diazepam Prescription Assistance misses out what Africa wants. Certainly Africa wants partnerships with the Diazepam Prescription Assistance west, but these need to be equal partnerships that also serve Africa’s strategic vision. For Africa and Diazepam Prescription Assistance Europe is simply one among a range of partnerships, which also include Asia and Diazepam Prescription Assistance Latin America.

There is Diazepam Prescription Assistance another reason why Africa is keen to partner the west. The continent is Diazepam Prescription Assistance embarking on a period of internationalism in which it aims to Diazepam Prescription Assistance be a key player in the global economic, financial, diplomatic and Diazepam Prescription Assistance security architecture. To do this it needs to partner the established players such as the Diazepam Prescription Assistance UK. So while the talk is of a new scramble for Diazepam Prescription Assistance Africa, for Africans the real issue is Africa’s scramble for the world.

We are Diazepam Prescription Assistance dealing with a new great game; at first glance it is Diazepam Prescription Assistance about the UK and the world’s role in Africa. But look again: for Diazepam Prescription Assistance a new generation of Africans it is actually about pan-African empowerment. If the Diazepam Prescription Assistance UK and Europe are to avoid a second wave of recession, they will need Africa’s help as a Diazepam Prescription Assistance trade and investment partner. Europe needs Africa. Who’d have thought it?

From a new Accenture report titled At the tipping point: Financial services in Africa comes of age:

The Accenture research study… highlights new growth triggers for Diazepam Prescription Assistance financial services, pointing to rapid market development in some countries. While the Diazepam Prescription Assistance paths to growth vary, these triggers often include innovation through (very) low-cost offerings and Diazepam Prescription Assistance distribution, dramatically opening up access to financial services; investment in physical infrastructure and Diazepam Prescription Assistance financial infrastructure development through more sophisticated regulations, and institution building; strong economic growth and Diazepam Prescription Assistance inward investment in the economy, including by financial institutions following their clients into new countries; and Diazepam Prescription Assistance growth in consumer markets driven by demographic change, including the rise of the Diazepam Prescription Assistance urban middle class, and the growth in microfinance-supported businesses in rural areas.

In Accenture’s view, banks and Diazepam Prescription Assistance insurers will not achieve sustained success in Africa’s fast-developing markets simply by replicating traditional business models from Diazepam Prescription Assistance developed countries. New strategies are needed — including adapting retail banking models to Diazepam Prescription Assistance local cultural needs, and finding new ways to serve low-income customers profitably. Contributing to Diazepam Prescription Assistance nationbuilding and the development of local communities is a further prerequisite in many countries. And attempts to Diazepam Prescription Assistance roll out standardised models must take into account differences in local business and Diazepam Prescription Assistance regulatory environments.

G. Pascal Zachary in Fanzine:

The master narratives about Africa are Diazepam Prescription Assistance inevitably political; art about Africa and Africans, especially art created by non-Africans, inevitably becomes intertwined with the Diazepam Prescription Assistance historical use and abuse of the African imaginary. The political entanglements of literary artists engaged with African affairs are Diazepam Prescription Assistance complicated by the emergence of a new humanitarianism, which presents African problems as a Diazepam Prescription Assistance litmus for the moral capacity of wealthy societies to respond to Diazepam Prescription Assistance the plight of less fortunate souls around the world. Just as the Diazepam Prescription Assistance response to the genocide against the Jews defined the contours of conscience following World War II, so today does the Diazepam Prescription Assistance engagement with Africa define the moral condition of the developed world. Because the Diazepam Prescription Assistance engagement with Africa is a test, often narratives about the region and Diazepam Prescription Assistance its people are consciously fabricated and fantastic; bad means are justified by good ends. Master narratives from Diazepam Prescription Assistance a century ago have been revived and renovated, aimed at generating vast global audiences, with lies and Diazepam Prescription Assistance distortions rationalized as part of what the storytellers themselves view as a Diazepam Prescription Assistance legitimate “campaign” to help liberate Africans from various maladies—from disease, bad leaders, environmental hazards, wars and other menaces we’ve come to associate with the region. These “progressive,” or Diazepam Prescription Assistance developmental, storytellers have even gone so far as to willfully ignore or Diazepam Prescription Assistance distort African realities in order to tell the worst stories possible—and Diazepam Prescription Assistance thus attract the greatest possible support, financial or moral or Diazepam Prescription Assistance otherwise, for “saving” Africans. Such stories that Diazepam Prescription Assistance diminish or degrade Africans have been justified (though rarely publicly) as necessary; for without such stories—true or not, exaggerated or strictly accurate—it Diazepam Prescription Assistance is believed that people around the world would not express sympathy for Diazepam Prescription Assistance the plight of needy Africans.

Diazepam Prescription Assistance

Sometime last week I attended a Diazepam Prescription Assistance podium discussion at the Berlin Humboldt University. The topic was Africa as the laboratory of globalisation. The idea was to Diazepam Prescription Assistance discuss different ways in which Africa serves as a laboratory for Diazepam Prescription Assistance ideas that then travel to other parts of the world.

Some of those on the Diazepam Prescription Assistance podium are STS people who study medical practices in Africa, so the Diazepam Prescription Assistance topic of clinical trials in Africa was discussed. For example, it Diazepam Prescription Assistance is sometimes much more difficult to get permission to test new drugs in Europe and Diazepam Prescription Assistance North Africa than in many African countries. Plus, in many cases, many people would never have Diazepam Prescription Assistance access to the treatment if they did not partake in the Diazepam Prescription Assistance tests. Of course, there are discussions on what happens to Diazepam Prescription Assistance the test subjects when the test phase is ended. From what Diazepam Prescription Assistance I gathered in the discussion, it seems that some steps are Diazepam Prescription Assistance being taken, in some cases, to make sure that some of them continue having access to Diazepam Prescription Assistance the medication. In this case, it is pretty obvious that Diazepam Prescription Assistance the test results form part of the decision to introduce drugs in European and Diazepam Prescription Assistance North American markets.

Even the Diazepam Prescription Assistance idea of no-consent testing is being introduced in some European countries. This is Diazepam Prescription Assistance a case in which your Dr does not have to Diazepam Prescription Assistance seek your consent before sending samples off to test for Diazepam Prescription Assistance HIV. This was first introduced in certain African countries, and Diazepam Prescription Assistance if I understood the speaker correctly, it is currently being practiced in France.

With regards to Diazepam Prescription Assistance constitution making, someone from South Africa was part of the committee that Diazepam Prescription Assistance ‘made’ the Diazepam Prescription Assistance new Kenyan constitution, because the SA constitution is thought to Diazepam Prescription Assistance be one of the most progressive in the world. Plus the Diazepam Prescription Assistance process of constitution drafting in many African countries is influencing the Diazepam Prescription Assistance way people think about the nature of constitution around the Diazepam Prescription Assistance world etc., etc.

There was also a Diazepam Prescription Assistance discussion of cultural forms that have travelled out of the Diazepam Prescription Assistance continent. Nollywood is an example; kente is another one.

I am sure you can think of some economic issues.

After the discussion, my friend asked me a Diazepam Prescription Assistance question that totally stumped me: if Africa is a laboratory of globalisation, then Diazepam Prescription Assistance some people are the lab scientists. Apart from the obvious medical examples, most of those scientists are Diazepam Prescription Assistance social scientists. How come, of all the social science disciplines, one never gets to Diazepam Prescription Assistance hear about psychologists working in or doing research in Africa?

I was stumped because I couldn’t think of anyone I know who Diazepam Prescription Assistance is a psychologist doing research in Africa; and I haven’t heard of the participation of psychologists qua psychologist in development programmes, not even in post-conflict situations. I am Diazepam Prescription Assistance ready to accept that it is possible that I am the Diazepam Prescription Assistance one who is totally ignorant, which is why I am throwing this Diazepam Prescription Assistance out at readers who are much more experienced in development practice than Diazepam Prescription Assistance I am, and who have experiences in parts of Africa where Diazepam Prescription Assistance I have never worked.

So, to Diazepam Prescription Assistance recapitulate, the bleg is: why do my friend and I never get to Diazepam Prescription Assistance hear of psychologists doing research in Africa? Any thoughts are most welcome.

The piece is mostly about Côte d’Ivoire, as one would expect, but he ends it with this:

National leaders must learn that Diazepam Prescription Assistance to provide democratic legitimacy, elections must be free and fair. The international community must understand that Diazepam Prescription Assistance every time it turns a blind eye to electoral abuse, it Diazepam Prescription Assistance becomes complicit in degrading democracy’s potential. Short-term expediency cannot be Diazepam Prescription Assistance allowed to overshadow the longer-term impact on security, development and human rights. We have Diazepam Prescription Assistance to raise the costs for those tempted to rig or steal polls.

The bravery of pro-democracy protesters in Tunisia, Egypt, Libya and Diazepam Prescription Assistance other countries reminds us of what is at stake. It would be Diazepam Prescription Assistance a terrible betrayal if their hopes were to be denied by corrupt or Diazepam Prescription Assistance rigged elections later this year. It is time for us all to Diazepam Prescription Assistance stand up for the integrity of elections.
